Introduction

An announced routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with a focus on health and hygiene practices during the COVID-19 pandemic.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Upon a review of staff records, Licensing noted that one staff certificate was not validated.
Corrective Action(s): Ensure staff records are complete.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing observed that the children in attendance were not signed in with time of arrival. A conversation with the manager indicated that the children are checked off as being in attendance after the children leave. Licensing provided clarification on the intent of attendance records and legislative requirements.
Corrective Action(s): Ensure that a daily attendance record is kept.

Comments

Summary of Inspection:
At the inspection dated May-26-2021, there were 4 children in care with one educator who was also the facility manager.
At the inspection, the above noted contraventions were identified.
Please provide Licensing with a written response, by the date noted below, stating how the identified contraventions will be addressed in order to ensure year round compliance.
As part of this Routine Inspection a Facility Risk Assessment Tool was completed.
This report was written off site due to COVID-19 safety practices. The contraventions identified in the report were reviewed with the Manager before Licensing's departure.
A copy of the report and the corresponding Risk Assessment was emailed to the Manager.
The following items were discussed:
- Ensuring that fire extinguishers have tags or receipts which indicate when they were bought/last serviced.
- Both playground exits were locked during the inspection. A discussion was had about the facility's emergency evacuation plan and suggestions were made on how to secure the exits without hindering emergency exits.
- The playground fence had some areas of splintering - Discussion around fence maintenance took place.
- Requirement for staff to have site specific criminal record checks.
- Facility's active play policy and indicating the length of time children engage in active play each day.
- Use of medicated items in the first aid kit.
- Use of non medicated creams/lotions at the facility.
