Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: Licensing observed that of the 5 staff on site today, only 2 staff certificates were displayed in the program that they were working at the time of inspection. 1 staff certificate was posted for a staff who was away on a leave.
Corrective Action(s): Please ensure all staff certificates are posted in the program that they are working.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: On review of 5 staff files, Licensing observed that 2 did not contain evidence of certification verification. Licensing notes that the other 3 files had verification print off's in the file.
Corrective Action(s): Please ensure that all staff have verification on file as part of the required screening process.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: On review of a random selection of 13 children's files, Licensing observed one was missing a Doctor's name and contact number. File indicated that it was to be determined but no evidence of whether this infomation has been followed up on.
Corrective Action(s): Please ensure that all children's files are complete at the time of registration or that there is a system in place to follow up on retrieving this information.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today was the Manager with 5 other staff working in the Group Child Care 30 months to school age program. 1 of these staff was supporting 2 children. There were 20 children in attendance at the time of inspection.

Staff to child ratio exceeded regulations
Programming is posted and available for parent review and regular communication and updates are provided to parents through a board and newsletter.
Licensing observed the children washing hands prior to having snack time. This was followed by circle time and outdoor play for the group. The group is separated into smaller groups to better support the children's individual needs.

Discussions with the Manager/Staff:-
- Licensing reviewed enrolment and staffing with the Manager and discussed fire drill procedures with staff.
- Licensing provided information regarding Appetite to Play and provided the immunization poster as a resource.
- Licensing recommends auditing staff files and separating information required to meet the regulations.
A temporary placement is in place for one child until August 2018
Licensing observed Staff engaged with children using positive guidance and role modelling. Communication was respectful and nurturing and individual needs were met.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
A follow up inspection will be conducted to observe the school age program in operation.
