Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Not Applicable
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: During inspection Licensing reviewed staff documentation and noted one staff person was missing their Immunization status.
Corrective Action(s): Ensure immunization status is on file for all staff working at the facility.

POLICIES AND PROCEDURES: 13100 - DLSOP Active Play - The Licensee must develop and implement an Active Play Policy to engage children in daily active play, consisting of un-facilitated play and facilitated games and activities.
Observation: During inspection Licensing discussed the new Active Play Policy requirement with the manager, she stated that the staff have not worked on this policy yet.

Licensing had sent information via email regarding this new requirement throughout 2017 & again in the Summer of 2017 to the Preschool email address.

This requirement is being enforced as of September 1, 2017.
Corrective Action(s): Ensure Active Play Policy is written, enacted and shared with parents.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: During inspection Licensing randomly reviewed 15 children's records and noted one child was missing their medical insurance number.
Corrective Action(s): Ensure medical insurance number is on file for all children attending the facility.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: During inspection Licensing reviewed the sign in/ out sheets for both the Preschool programs and Out of School Programs.
Licensing noted that time of arrival and departure is not being captured on the preschool attendance forms, and that some children were not signed in or out on the Out of School attendance sheets.

Also during inspection Licensing observed staff taking attendance during circle time at least half an hour after all children began attending the preschool.

Ensure the sign in/ out times for all children in care are recorded upon their arrival and departure as this information is used by Emergency Personnel to determine which children are in care at the time of the emergency.
Corrective Action(s): Ensure the time of arrival and departure is captured throughout the day for all children in care.

Comments

During inspection Licensing discussed the new requirement for a Screen Use Policy, manager stated that children do not use screens while at the facility. Manager stated they will write this policy and provide it to parents.

During inspection Licensing observed children engaged in free play which included: playing with "goop", creating free art, using magnet letters, using fine motor construction equipment, engaged in dramatic play, reading books. Licensing then observed children engaged in a circle time with yoga, music and movement and stories, children then had snack time.
