Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). The following areas were reviewed for compliance: Physical Facility, Staffing, Hygiene & Communicable Disease Control, Records & Reporting and Policies & Procedures. LO reviewed and discussed COVID-19 prevention strategies with the Manager

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: Facility manager's name was not posted within the facility.
Corrective Action(s): Please ensure to display manager's information in a prominent place within the facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The following were observed and discussed with manager:
- Changing pad used for diapering is ripped; nonporous, free of rips and tears changing pad is recommended for proper sanitization.
- Large toy house; broken bottom section of the toy house is exposing sharp plastic edges.
- Wall; several areas on the walls are chipped and cracked exposing peeling paint and drywall.
- Playpen: one of the playpen used for nap has a 2 small holes on it's mesh; playpen's mesh should be free of tears, holes or loose threads,
Corrective Action(s): Please ensure that the furniture, equipment and fixtures within the facility are clean and in good repair while childrne are in attendance.

Comments

At this inspection dated April 29, 2020 there were 3 children and 1 staff present. At this inspection the above noted contraventions were identified. Licensee is required to provide a written response by below date, including how areas found to be in non-compliance are addressed. The contravention noted in this report were reviewed with the manager during today's inspection. This inspection report was completed off site (0.5 hr) and emailed along with the Risk Assessment to the facility the next day.

The following education/recommendations were provided in regards to:
-Cleaning and Sanitizing Policies
-Health & Hygiene Practices ( Handwashing, Cough and Sneeze Etiquette)
-Physical Distancing Ideas
-Precautions and Practices for Sick Children

LO provided the Resource Package for Child Care Facilities COVID-19 Prevention, including:
-Educational Hand Washing Posters
-Cleaning and Disinfecting in Childcare Setting
-Guidance in the Selection of Cleaners, Sanitizers or Disinfectants

LO observed and discussed the following with Manager on site:
- Due to Covid 19, all staff are currently not working. LO noticed ECE certificate is expired for one of the staff. LO discussed about renewing and validating the updated certificate with ECE registry before this staff returns to work.
- Staffing plan: manager to be in contact with LO re: staffing plan during Covid-19 pandemic if needed.
-Sunscreen: safe and hygienic sunscreen application must be practiced with children to avoid any cross contamination/ spreading germs
-Monitor and maintain proper sanitization for all soft and porous toys and equipment; such items still need to be properly cleaned and disinfected by laundering in a washing machine with hot water and dry in a clothes dryer on a hot cycle if children are using them.
-Log book: a discussion was had with manager about starting a separate log book to record any minor accident, illness and unexpected events not requiring medical attention and not Schedule H.
