Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All care categories were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: The name of the current manager is not displayed.
Corrective Action(s): Please ensure the name of the facility manager is displayed.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Large areas of exposed drywall were observed in the nap room. This is repeat noncompliance and was noted on Routine Inspection #WBET-CAMRDZ dated January 13, 2022.
Corrective Action(s): Please ensure drywall is not exposed and accessible to children.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: The date ECE certificates were validated for two staff was not recorded on the facility Education Qualification document.
Corrective Action(s): Please ensure proof of validation is available for all ECE certificates.

Comments

Summary of Inspection
At the inspection dated December 13, 2022 there were 13 children and four staff present. At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this routine inspection, a facility risk assessment tool is completed and a copy is provided. This report was reviewed with the manager and written off site. A copy of this report will be emailed to the manager.
The following were discussed:
Ensuring the facility Education Qualification document is current.
If a child has a food sensitivity listing any symptoms the child may have if they ingest the food.
Planning a maintenance schedule for paintwork throughout the facility.
