Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed a cupboard until the sink in the washroom have a lock that was not in use, making the cupboard accessible to children. Inside the cupboard there were two bottles of bleach which may pose a hazard to children.
Corrective Action(s): Please ensure that children do not have access to any substance that may be hazardous to the health or saftey of the child in care.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: In discussion with the manager, she stated that the emergency prepardness kit was not available on site. It was taken off site to be replenished; therefore emergency supplies are insufficient to implement the emergency plan. This is a repeat contravention from inspection report # ONIR-CFUQVN.
Corrective Action(s): Please ensure emergency prepardness kit is available and on site at all times.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Licensing reviewed 8 children's files of which 5 files were missing the sex.
Corrective Action(s): please ensure all children's files are complete and up to date

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Licensing reviewed 8 children's files of which 1 was missing the date of enrolment.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Licensing reviewed 8 children's files of which 3 children were missing the name and telephone number of an emergency contact.
Corrective Action(s): please ensure all children's files are complete and up to date.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: Licensing reviewed 8 children's files of which 1 was missing a photo or digital image of the child.
Corrective Action(s): Please ensure all children's files are complete and up to date.

Comments

At the inspection on July 10th , 2023 there were 7 children and 1 staff and 1 manager present.
At this inspection, the above noted contraventions were identified.

The following discussion was had:
- Maintenance plan: regarding cleanliness of high chairs

As part of this Routine inspection, a Facility Risk Assessment Tool was completed off site and a copy will be provided.
