Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The bedding is stored on the cots in the nap room. The bedding and the blankets in the nap room is left on the mats, stacked on top of each other.
Corrective Action(s): Ensure that the bedding including blankets used for children are stored separately and not on top of the cots. A system is developed to store the bedding separately after each use.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed debris i.e candy wrappers, used Kleenex, and papers in the outdoor play area.
Corrective Action(s): Ensure that outdoor play area is clean of debris and system is developed to check the outdoor play area on a daily basis to clear of any debris.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: The ECEA certificate for a staff member was not validated and included in the staff file.
Corrective Action(s): (Corrected During Inspection) ECEA certificate was validated by licensee during the inspection. Include the printed copy in the staff file.

STAFFING: 12200 - CCLR s.22(2)(c) - A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation: Licensee could not demonstrate annual review of the emergency plan.
Corrective Action(s): Ensure that a record is maintained to reflect the emergency plan is implemented annually.

Summary of Inspection:
At the inspection dated April 25, 2023 there were 3 children, licensee and a staff present. At this inspection above noted contraventions were identified.
