Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year ‘historical’ review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #DCAR-AJRT89 have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: The substitute staff that works at the facility from time to time does not have evidence in their staff file that references have been checked.
Corrective Action(s): Ensure staff files are complete including documentation of character references being checked.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: The Licensee has a substitute that works at the facility from time to time. Upon reviewing this person file no record of immunization status was evident.
Corrective Action(s): Ensure staff files are complete including immunization status.

POLICIES AND PROCEDURES: 13100 - DLSOP Active Play - The Licensee must develop and implement an Active Play Policy to engage children in daily active play, consisting of un-facilitated play and facilitated games and activities.
Observation: An Active Play Policy has not been developed and implemented or shared with the families in care yet.
Corrective Action(s): Ensure an Active Play Policy is developed, implemented and shared with the families.

POLICIES AND PROCEDURES: 13120 - DLSOP Active Play - The Licensee must develop and implement a Screen Use Policy to guide employees in the use of screen time activities.
Observation: The Screen use Policy was reviewed. It was noted that children under the age of two have access to Television and do watch it. The Licensee discussed educational music videos being used for this age group. The Policy was written with mixed messages and allowed for children under two to watch television with parents permission.
Corrective Action(s): Ensure a Screen Use Policy is implemented that follows the guidelines outlined in the Director of Licensing Standard of Practice.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation (CORRECTED DURING INSPECTION): A large hand towel was hanging in the bathroom next to the sink where the children wash their hands. The Licensee relayed that she uses the towel to dry her hands. This towel was accessible to the children in care and allows for use of the towel instead of the paper towels designated for their use.
Corrective Action(s): Ensure children are encouraged to practice rules that support health and hygiene practices.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: The children's attendance records were reviewed and several entries were not complete. The children's names were written in the attendance book but it was not indicated that they were absent.
Corrective Action(s): Ensure an attendance record is kept for each child that indicates whether a child is absent, present, time of arrival and time of departure.

Comments

Three children were in care during today's inspection. They were observed during nap time and free play.

Discussion occurred surrounding the care and supervision of the children in care. The Licensee relayed that they go to a local park for walks and that supervision is constant at all times.

Snacks and meals are sometimes shared at the facility. The Licensee communicates this directly with the parents to keep them informed. Posting this information for parents to also read was also discussed as an additional form of communication.

CRC's for some individuals are due for renewal in the coming months and the Licensee will complete this process in the coming weeks.

Resources shared today include; Director fo Licensing Standard of Practice - Active Play, Immunization Posters, Reportable Incident Forms, CRC online renewal Bulletin from FHA, Care and Supervision for Family Child Care Settings, and the LO Business card.
