Introduction

An announced routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with a focus on health and hygiene practices during the COVID-19 pandemic.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed:
- Reusable gloves hanging in the children's bathroom. After a discussion with the manager it was noted that the gloves were being used for toileting the children and for all other cleaning and disinfecting including meal time dishes. A later correspondence with the manager (email on August-10-20) indicated that there was a misunderstanding (between licensee and management) and the gloves are to be used only for children's diapering routines. Please note that the expectation is that disposable gloves are being used when cleaning bodily fluids such as running nose, vomit, urine, stool and when diapering to maintain practices of health and hygiene during the COVID-19 pandemic, as per Worksafe, returning to safe operation guidelines. Resources have been provided.
-Some chipping paint through out the facility.

Comments

Summary of Inspection:
At the inspection dated August-7-20, there were children in care with 5 staff members. The Manager was also present.
A COVID-19 Risk Screening was conducted before the inspection.
At the inspection, the above noted contraventions were identified.
Please provide Licensing with a written response, by the date noted below, stating how the identified contraventions will be addressed in order to ensure year round compliance.
As part of this Routine Inspection a Facility Risk Assessment Tool was completed.
This report was written off site due to COVID-19 safety practices. The contraventions and summary items identified in the report were reviewed with the Manager before Licensing's departure.
A signature on the report was not obtained due to COVID-19 health and safety practices.
A copy of the report and the corresponding Risk Assessment was emailed to the Manager.
The following items were discussed:
-Planned emergency response during COVID-19.
-Communicable disease prevention practices.
-Health/hygiene/sanitizing practices during COVID-19 which included review of cleaning and sanitizing as multiple steps and review of proper diapering practices.
-Aim to return to normal screen time use as the restriction on screen time had been eased the beginning of the pandemic. Discussed the intent of suggestion of lifting screen time limits and how similar results can be achieved by spending more time outside and apart.
-COVID 19 safety plans for staff and children; developed and posted.
