Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of the inspection.

The following areas were reviewed:

· Policies and Procedures
· Care and Supervision
· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting

As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year “historical” review of the facility’s compliance operation.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation (CORRECTED DURING INSPECTION): Teacher's working schedule was reviewed. A teacher with responsible adult status was scheduled to work alone in the morning and at the end of the day. The licensee explained that there may be another teacher present at the facility in the morning and the responsible adult teacher is working with another teacher at the end of the day. Writer explained that the facility must ensure that the staff and children ratio is always met. i.e. < = 8 children : at least one Educator ; 9-16 children : at least one Educator and one Assistant; 17- 25 children : at least one Educator and 2 assistants

Corrective Action(s): Please review and reschedule according to the requirements.

Date to be Corrected: Corrected. Licensee rescheduled and now it is meeting the requirements. Thank you.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: The facility has all children's pictures except one child. The staff explained that the parents have been asked to provide the picture but have not provided yet.

Corrective Action(s): Please ensure you have all the children's photos or images when they start attending the daycare.

Date to be Corrected: Corrected. The licensee took a picture of the child. thank you .


Comments

LIVE 5210 Starter Kit was provided and discussed.

Writer provide advise on documentation requirements for international volunteers/students sent from college.

Writer will provide advise on documentation requirements for specialize teachers (i.e. music/ french).

All the contraventions listed above have been addressed satisfactory. Licensing thank you for your time and immediate response to the concerns.
