Introduction

An unscheduled routine inspection was conducted on to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). All areas of the facility were inspected for compliance.

Observed Violations
POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensee informed licensing that fire drills are conducted monthly however, there is no written record of the drills
Corrective Action(s): Please ensure that you are documenting when you are conducting fire drills

CARE AND/OR SUPERVISION: 14230 - CCLR s.51(1)(b) - A licensee must (b) provide to employees and parents a written statement of the licensee's policy on behavioural guidance.
Observation: Licensing reviewed the facilities Policies and procedures. Behaviour Guidance Policy was missing
Corrective Action(s): Please develop a behaviour guidance policy and share with families.

RECORDS AND REPORTING: 19060 - CCLR s.57(1)(a)(b)(c) - A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation: Licensing reviewed 4 children's files, of which the following were missing:
- 3 start dates
- 3 emergency contacts
- 2 genders
- 2 immunization records

Corrective Action(s): Please ensure you have a system in place to review and update children's files so that they are complete

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: Licensing reviewed 4 children's files of which 1 child was missing a photograph or digital image of the child
Corrective Action(s): Please ensure all children in care have a photograph or digital image of the child

RECORDS AND REPORTING: 19190 - CCLR s.57(3)(a) - A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation: Licensing reviewed 4 children's files of which 1 was missing medical consent from the parent
Corrective Action(s): Please ensure all children in care have consent from parents/ guardians to call a medical pracitioner or ambulance in case of accidnet or illness if parent cannot immediately be reached.

Comments

At the inspection on March 24, 2021 there were 6 children and 1 staff present.
At this inspection, the above noted contraventions were identified.

As part of this Routine Inspection, a Facility Risk Assessment Tool was completed off site and a copy was provided.

The following education was provided:
· First aid kits: contain anti-septic wipes. Discussed removing them from the kit or placing them in a zip lock bag labelled staff only.
· Discussion had about having hard copies of policies at the facility that are readily available to staff and families.
