Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #DCAR-9X3P5E have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: facility appeared well organized , licensee maintains checklists as observed. Sections of the outdoor fence panels consist of rotting wood and require repair, a side gate is also missing panels therefore this area is no longer restricting access to stored items located at the side of the house. The licensee was observed providing a good level of supervision to children and stated that they are wanting to coordinate repairs with the neighbor.
Corrective Action(s): please provide in your written response your plan for repair of both the fence and the side gate in which panels are missing.It is acknowledged as discussed that this is a larger project and may take additional time to complete therefore licensing is requesting that the licensee determine reasonable time lines for completion. .

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): sharp knife was observed by the sink within the drying rack on the counter with a stepping stool positioned at the sink.The knife was returned to an area inaccessible to the children during the inspection.
Corrective Action(s): please ensure children do not have access to any item or substance which may be hazardous to their health or safety.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: 7 children in care during today's inspection of the 7 , five children were observed to be under the age of 48 months.
Reviewed Schedule E and discussed the requirement for no more than 4 children to be in care at one time under the age of 48 months. Discussed the process for requesting a temporary placement in order for the family to continue to have their child attend. the licensee included that registration would be changing at the end of the month , licensing confirmed that the request would still be required in order to operate in compliance.
Corrective Action(s): please provide in your written response application for temporary placement should that be the process you wish to pursue or outline the steps taken to address the current enrolment to ensure no more than 4 children are in care under 48 months at one time. Please refer to schedule E of the CCLR

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: registration files for children are well organized however it is noted that the forms do not contain information as specified in section 57 (2) (a) specifically the gender of the child
Corrective Action(s): please ensure this information is captured within the registration forms

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: 1 child's file missing date of enrolment
Corrective Action(s): please include date of enrolment at the facility on children's records

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: 1 child's file missing the telephone contact information for the medical practitioner. files however appear well organized
Corrective Action(s): please ensure contact information is included within the child's file for the medical practitioner.

Comments

Discussed current system of storing children's bedding , licensee stated that bedding is stored on individual shelves in order to keep them separate however children had repositioned them. Licensee is considering developing a new system such as bed bags to ensure each child's bedding is stored separately.
Observed children and licensee playing outdoors during today's inspection.Licensee included she was in the process of replenishing outdoor toys.
