An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Please visit the website www.fraserhealth.ca/childcare for links to the legislation and other resources.
The following 10 areas were reviewed based on a checklist: Licensing, Physical Facility, Staffing, Policies & Procedures, Care & Supervision, Hygiene & Communicable Disease Control, Medication, Nutrition & Food Services, Program and Records & Reporting.
Evidence for this report is based on the Licensing Officer’s observations, review of facility records and information provided by the manager and staff during this inspection.
No health or safety concerns were identified at today's inspection.
As part of this routine inspection, a Facility Risk Assessment Tool was also completed. This tool is used to determine frequency of future inspections by assessing any non-compliance identified during the routine inspection and reviewing the past 3 year operating history of the facility. A copy of the form was provided with this inspection report.

Comments

At today’s inspection there were 19 children present with 3 staff. The children were involved in a wide range of indoor activities, including a group circle time as well as self selected and teacher directed Montessori activities. Staff confirmed that outdoor play was planned for later in the morning, as this session operates from 9-1.
Clarified CCLR sections 34 (2)(b), 37 and Schedule E regarding staff qualification requirements during a staff absence with the facility manager. Also explained the process to apply for an exemption to regulatory requirements.
Provided more information about the requirement to develop policies related to "Active Play" and "Screen Use". Staff explained there is daily outdoor play time scheduled and there is no use of any screens by children in this Montessori program. Manager stated she would add this to the parent handbook/staff manual.
Also discussed the requirement to validate staff credentials through the ECE Registry website. The manager stated she would follow up immediately and put the validation confirmation on individual files.
Report reviewed with facility manager.
Thank you for your time this morning.
