Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with the exception of the staff records.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The following was observed during the inspection:
-A power bar with exposed outlets was plugged into the outlet. Exposed outlets is a repeat contravention from inspections #CLAN-CB2UZN and #CLAN-BHHPGV.
-A TV on a rolling cart was not anchored. Please provide active supervision until this is completed.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed that one of the couches had ripped fabric and the foam on the couch was exposed. This is a repeat contravention from inspection # CLAN-CB2UZN
Corrective Action(s): Please ensure the furniture in the facility is in good repair.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensing observed that the fire drill was not recorded for the month of August. In discussion with the Manager she stated the fire drill was practiced but was not recorded.
Corrective Action(s): Please ensure to record the fire drills after completing them.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Six children's records were reviewed. One children's record was missing a date of enrollment. This is a repeat contravention from inspection # CLAN-BHHPGV.
Corrective Action(s): Please ensure children's records are complete.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Six children's records were reviewed. One child's record was missing an emergency contact. This is a repeat contravention from inspection #CLAN-BHHPGV. Two children's records were missing a medical practitioners name and phone number.
Corrective Action(s): Please ensure children's records are complete.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: The care plan was not reviewed annually with the parent or any person requested to by the parent. The date the care plan was reviewed was written as 2019. This is a repeat contravention from inspection #CLAN-BHHPGV.
Corrective Action(s): Please ensure care plans are reviewed on an annual basis to comply with the legislation and that this is signed and dated.

Comments

At the inspection dated December 14, 2022 there were 20 children, 1 staff, and the Manager was present. At this inspection the above noted contraventions were identified. Please correct the above noted contraventions by December 29, 2022 unless otherwise specified in the report. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Manager.

The following was discussed:
-The reportable incident reporting procedure.
-The current cleaning protocols that are in place
-Submitting staff records to Licensing for review
