Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: At the time of the inspection, the policies and procedures were reviewed and it was noted that an Active Pay and Screen time policy were not available.
Corrective Action(s): Please ensure an Active Time and Screen Time policies are made available to staff and parents.

RECORDS AND REPORTING: 19060 - CCLR s.57(1)(a)(b)(c) - A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation: During the routine inspection it was noted that one child did not have a file on site. The child has been attending since September 2022.
Corrective Action(s): Please ensure all children have a file on site.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: During the routine inspection all classrooms attendance was verified and it was noted that on several days children were not signed in and/or out.
Corrective Action(s): Please ensure you maintain an accurate attendance record for all classrooms.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: During the routine inspection 18 children's files were reviewed and two children's files were missing a doctor's name. This is a repeat contravention from 2020 and 2021.
Corrective Action(s): Please ensure all children's files are complete.

Comments

At the inspection dated February 16, 2023 there were 74 children, 13 staff and the manager present. At this inspection the above noted contraventions were identified . Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· A conversation was had with the manager regarding age appropriate circle time for infant and toddlers.
· Education was provided to staff regarding the annual review of care plans for children who require extra support.
· Education was provide to manager regarding the checking of references during the interviewing process and initialling after calling the said reference for staff.
· Active Supervision
· Lead in the Water
