Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The location of a sliding/climbing structure was discussed. It was placed on a platform in the backyard and the slide end was facing the fence. I concerned the safety as the safe zone around the structure was not big enough. For example, there was only couple feet away between the structure and the fence or the edge of the platform.

Corrective Action(s): Please relocate the structure or create a much larger safe zone around the structure.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: the water temperature in the bathroom sink was measured. It was at 56 C. The manager stated that she always help the younger children to wash hands and teach them not to turn the handle to the hot side. some older children will help themselves washing hands

Corrective Action(s): The manager agreed to turn down the temperature. Please make sure the hot water temperature does not exceed 49 C.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: Children's enrollment was discussed. 4 children younger than 3 years old have been in care. I explained that the facility must not have more than 3 children younger than 36 months old.

Corrective Action(s): Please reduce the number of children who are younger than 3 years old to 3. You have an option to apply for a temporary placement however, this is not a guarantee process.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: 6 children's files were reviewed. One child's start date was missing from file.
Corrective Action(s): Please make sure you have recorded each child's start date.

RECORDS AND REPORTING: 19340 - CCLR s.59(c) - In respect of a record referred to in this Division, a licensee must (c) produce records, on demand, to the medical health officer.
Observation: A child's file was unable to locate.
Corrective Action(s): Please make sure you have all the children's files on site.

Comments

The following were also discussed, please follow up:
1. the bleach solution was changed every 2 weeks. Please change the solution more often. for example, every 3-4 days at the most. It is because the strength of the solution will dissipate over time and it will be come less effective.
2. If the family could not provide you the required information , for example, doctor's name or care card number, I recommend not to leave the form blank. Please assist the family and obtain all the required information and record them on the registration files.
3. Please follow up with a family to complete a medication administration form.

Please provide a written response on how you have addressed the above contraventions by March 8, 2018.
