Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: A CRC was not obtained for one staff.
Corrective Action(s): Ensure staff files are complete.

NUTRITION AND FOOD SERVICES: 17130 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: A child's EpiPen expired in May 2022.
Corrective Action(s): Ensure children's medication is up to date.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Children's files were reviewed and care card numbers were not obtained for multiple children's files.
Corrective Action(s): Ensure children's files are complete.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): The sign in/out sheet was reviewed and three children were not signed in.
Corrective Action(s): Ensure children are signed in/out daily.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Children's files were reviewed and multiple children's files were missing a doctor's name and information.
Corrective Action(s): Ensure children's files are complete.

RECORDS AND REPORTING: 19210 - CCLR s.58(1)(a) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation: Children's allergies were posted in a prominent place however, no care plan was available for three children requiring extra support.
Corrective Action(s): Ensure that children requiring extra support have a current care plan.

Comments

At this inspection there were 22 children, 2 staff and the Manager present. At this inspection, the contraventions above were identified. The Manager will send Licensing a written response addressing the contraventions by Sep. 27, 2023 and Licensing will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
