Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: There is a white shelving unit in the naproom that appears to be unstable. The system used to stabilize the unit is coming loose.
Corrective Action(s): Please ensure that furniture is sturdy.

STAFFING: 12070 - CCLR s.19(1)(d) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.
Observation: Evidence of a staff person qualifications regarding their training and skills is missing. The staff file has some of the information regarding their training and skills.
Corrective Action(s): Please ensure staff file is complete, all relevant diploma, certificate or other evidence of training and skills is available.

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: There is a child that requires a care plan.
Corrective Action(s): Please ensure the care plan includes the course of action, any relevant diagnosis and any resources to be made available for the child. Please ensure the care plan is developed in consultation with the parent.

Comments

The inspection was conducted in the presence of the Manager but as the manager could not remain for the review of the report, it was agreed that the report would be signed by a staff person. Licensing did discuss with the Manager the coded violations and other observations.
Licensing reviewed and provided the 5210 package
Licensing discussed some of the changes to the CCLR.
Licensing discussed with the Manager that further review and adjustment of the items located on the large shelving unit in the nap room may need to be moved. Manager stated that the child's mat would be moved out of the one space.
The School Age program space and records were reviewed.
Licensing provided the Care Plan Bulletin
Licensing observed children participating in free play, snack, circle time and transition for their outdoor walk time.
Staff provided positive support to the children in care.
Theme based program was evident.
