Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #KSEY-AEQNFD have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: During inspection Licensing reviewed staff files and noted that there is no proof on file that one person's ECE Certificate has been verified/ validated through the ECE Registrar website.
Corrective Action(s): Ensure proof is on file that the ECE Certificates have been verified through the ECE Registrar website.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: During inspection Licensing randomly reviewed 8 children's records and noted: two children are missing medical insurance number; and one child is missing their immunization status.
Corrective Action(s): Ensure all required documentation is on file for all children enrolled and attending the facility.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: During inspection Licensing randomly reviewed 8 children's records and noted that two children's files to do not show their enrolment/ start date.
Corrective Action(s): Ensure enrolment/ start dates are on file for all children enrolled at the facility.

Comments

During inspection Licensing reminded staff that the "Active Play Policy" and "Screen Use Policy" requirement, discussed with them on Sept 6/17 during an inspection, was due to be implemented and shared with parents by September 1, 2017. Licensing left information regarding these policies on Sept 6/17, during an inspection, as well as sent via email. Licensing had sent numerous emails to all Licensees in her geographic area regarding changes to the Child Care Licensing Regulation (CCLR) since November 2016 but the email address that she was using for this facility had been changed and she had not been notified. Licensing resent the emails from 2016 to the staff email address to ensure that they received them.
This requirement was not coded on this inspection report as staff were not aware of the CCLR amendments until the beginning of September 2017. Licensing will review these policies during the next inspection.

During inspection Licensing noted that the sandbox in the outside play area is currently inaccessible to children. Staff stated that a plan is in place to replace the sandbox.

During inspection children were engaged in free play with: math experiment regarding measuring; water experiment regarding gravity; rolling cars down a ramp; using chop sticks with playdough; working with skeletons. Children also took part in a spontaneous dance/ instrument playing to songs on the stage as well as a spontaneous large block structure building on the floor. Children then took part in a circle with music and movement, story telling and dramatic play.

During inspection Licensing observed staff interacting with children while they were engaged in activities, reminding children of transitions as well as assisting with problem solving when needed.
