Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

This is the facility's first routine since issuance of license.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: There has been a new manager hired for the facility, but the previous manager's name is still reflected in the facility and in Licensing's files.
Corrective Action(s): Please submit a formal Manager Change to Licensing.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): In one of the children's bathroom stalls (3-5 program), an opened bottle of cleaning solution was observed Upon notifying the Manager, this was removed and placed elsewhere that is not accessible to children. Corrected During Inspection.
Corrective Action(s): Please ensure hazardous substances are not accessible to children.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: The facility has a staff qualification list available. Upon reviewing the list, there are 2 current employees that are not indicated on this list. In addition, the following is missing on this list:
1) Documentation of staff criminal record checks
2) Documentation of staff immunization status
Corrective Action(s): Please ensure the staff qualification list is current and reflects are required employee information.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: The Reportable Incident policy could not be produced at the time of inspection. As per the Manager, there is one available for the facility.
Corrective Action(s): Please ensure a reportable incident policy is available on-site.

Comments

At today’s inspection there were 7 children, 3 staff, and the Manager present.

At this inspection, the above noted contraventions were identified and the Licensee is required to submit a compliance plan by the date below.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
-GCC under 36 months program: operating starting January 2024
-Storage and transportation of emergency medication
-Annual review of care plans; keep a copy of care plans with the emergency medication
-Storage and laundering of nap time items
-Storage of cleaning and kitchen supplies
-Use of logbook
-Active supervision practices
-Licensing Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
-Regular review of BCCDC website for COVID-19 updates (see link below)
