Introduction

An unscheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).

The following areas were reviewed:
· Licensing
· Physical Facility
· Staffing
· Polices & Procedures
· Care & Supervision
· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: It was observed that the active play and screen time policies have not been developed, implemented, or shared with families and staff members. It was discussed that children go outside on a daily basis and that screen time is used minimally for certain themes or days in the month
Corrective Action(s): Please develop an active play and screen time policy that is then shared with the families and employees

HYGIENE AND COMMUNICABLE DISEASE: 15050 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: It was observed that the solution for cleaning tables was a diluted Lysol solution. Upon review of the original bottle, it was observed that this solution is a cleaner and not a disinfectant/sanitizer. It had disinfecting properties, but those properties could only be utilized when the solution was left on surfaces for ten minutes before being wiped down. A resource was emailed to the manager in regards to selecting a sanitizer/disinfectant.
Corrective Action(s): Please choose a disinfectant/sanitizer solution that promotes the health and safety of persons in care

Comments

At the inspection dated March 4, 2019 there were 10 children and 2 staff present. At this inspection the above noted contraventions were identified. The licensee is asked to address the contraventions by the date specified. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

Promoting Active Play in the program
Active Supervision
Lead in the Water
Director of Licensing Standards of Practice- Active Play
Guidance in the Selection of cleaners, sanitizers, and disinfectants

The following topics were discussed with the acting manager.
DIN numbers can be found on products such as alcohol based wipes, sunscreen, diaper creams. To use products with DIN numbers on them, permission is required from parents/guardians.
