Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the licensing Officers observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing, Physical Facility, Staffing, Policies & Procedures, Care & Supervision, Hygiene and Communicable Disease Control, Medication, Nutrition and Food Services, Programming, Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation .environment

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: There are two staff who have CRCs from a third party.
Corrective Action(s): Ensure that CRCs are in place for each employee prior to working with children that have been obtained directly through the CRC Review Program.

POLICIES AND PROCEDURES: 13100 - DLSOP Active Play - The Licensee must develop and implement an Active Play Policy to engage children in daily active play, consisting of un-facilitated play and facilitated games and activities.
Observation: The manager stated that the is not an active play policy in place, however active play is practiced.
Corrective Action(s): Ensure a policy for Active Play is prepared, implemented and shared with parents.

POLICIES AND PROCEDURES: 13120 - DLSOP Active Play - The Licensee must develop and implement a Screen Use Policy to guide employees in the use of screen time activities.
Observation: The manager stated that a Screen Use Policy is not in place.
Corrective Action(s): Ensure Screen Use Policies are in place.

MEDICATION: 16020 - CCLR s.53(1)(b) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation: There is a care plan in place that states emergency medication be given, however the medication is not at the facility.
Corrective Action(s): Ensure that medication is available.
Date to be Corrected: Prior to this child being in care.

RECORDS AND REPORTING: 19030 - CCLR s.55(2)(a) - A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee.
Observation: One child received medical attention, however this was not reported to licensing.
Corrective Action(s): Ensure all reportable incidents as per Schedule H are reported.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Upon arrival there were 8 children in care in the 3-5 age program, however only 7 were signed in. There were several instances of children going to the preschool program and bein signed back in, but were never signed out. Some instances of children not being signed out at the end of the day.
Corrective Action(s): Ensure arrival and departure times are recorded.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: There is a care plan in place that has not been reviewed in over a year.
Corrective Action(s): Ensure care plans are reviewed at least once per year.

RECORDS AND REPORTING: 19290 - CCLR s.58(3)(c) - The licensee must record compliance with the care plan of a child requiring extra support in respect of each of the following that are applicable to the child: (c) any modification to the program of activities for the child's benefit.
Observation: There are several children with care plans at this facility, however compliance to these care plans is not recorded.
Corrective Action(s): Ensure compliance to care plans is recorded.

Comments

Immunization poster was provided. Validation of ECE licenses was discussed.

There were a wide variety of materials that meet all areas of development. The children were seen to read, play with toys, play board games, play outside, eat snack and engage socially. Staff were seen to guide children's behavior, engage with gentle voices, provide guidance and pro social behaviors.
