Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), and the Child Care Licensing Regulations (CCLR), and the Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The change pad in the bathroom was covered in a fabric cover, and was visibly soiled at the time of the inspection.
Corrective Action(s): Please ensure the change pad is easy to sanitize, and sanitized after each use.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation (CORRECTED DURING INSPECTION): Licensing reviewed two staff files, of those, one file had no record that the ECE certification was verified by the system maintained by the Early Childhood Educator Registry.
Corrective Action(s): Please ensure to obtain record of that the certificate was verified by the system maintained by the early childhood registry.

RECORDS AND REPORTING: 19051 - CCLR s.56.1(2)(a) - A licensee must keep (a) a copy of the written statement, referred to in section 19 of the Act, that the licensee delivers to persons who prepay part of the cost of services
Observation: Licensing reviewed 6 children's records and of those 6 none contained a copy of the written statement referred to in section 19 of the Act, that the licensee delivers to persons who prepay part of the cost of services.
Corrective Action(s): Please ensure to have a written statement, referred to in section 19 of the Act, that the licensee delivers to persons who prepay part of the cost of services.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: During the inspection licensing reviewed 6 children's files, of those, 1 file did not contain the name and telephone number for the medical practitioner.
Corrective Action(s): Please ensure to keep for each child a record showing the name and telephone number for the medical practitioner.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: One of two care plans reviewed was not reviewed annually with the parent or any person requested to by the parent.
Corrective Action(s): Please ensure to review the care plan annually with the parent or any person requested to by the parent.

During today’s inspection, there were 5 children, 1 staff, 1 student, a visiting college instructor, and the Licensee.
At this inspection the above noted contraventions were identified. Written response is required once contraventions are addressed.
