Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: Licensing observed that the name of the manager was not posted within the facility.
This item was identified and contravened on May 29, 2020 on routine inspection report #JKIM-BQ3QQQ.
Corrective Action(s): Please ensure that the manager's name is displayed in a prominent place within the facility.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: During inspection Licensing reviewed staff files and noted one staff file was missing their certificate validation.
Corrective Action(s): Ensure certificate validation is included in the staff file.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: During inspection Licensing noted that the fire extinguisher, which is fully charged, located in the child care facility is past due to be serviced.
Corrective Action(s): Ensure that the fire extinguisher is serviced once a year.

Comments

At the inspection dated Oct. 04, 2021 there were 15 children and 3 staff present. At this inspection the above noted contraventions were identified. Actions required by the licensee includes a written response. The contraventions noted in this report were reviewed with the facility during the inspection.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations/discussions were provided:
- Reportable Incident procedures
- Continue to document minor incidents using the incident log book
- Continue to follow COVID-19 policy
- Continue to clean and sanitize the facility including toys and equipment
- Hand hygiene procedures
- Continue to have indoor ventilation
- Check the BCCDC website for updates
- Check the expiry date of items in the emergency supplies kit
