Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were reviewed for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 13071 - CCLR s.56(2) - A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.
Observation: During inspection Licensing noted 2 children under the age of 3 years were walking on the trampoline, with mesh safety barrier closed and a staff person supervising them.

Upon review of the facility "Trampoline Policy" no children under the age of 3 years will be on the trampoline.

Staff stated that they have written consent from parents for the older children to use the trampoline.

Upon review of the children's records Licensing noted that not all children over the age of 3 years have written consent from the parent to use the trampoline. Staff were not aware of this.
Corrective Action(s): Ensure the facility "Trampoline Policy" is followed at all times and that only children who have written parental consent use the trampoline while it is being supervised by staff.

CARE AND/OR SUPERVISION: 14060 - CCLR s.39(1) - A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation (CORRECTED DURING INSPECTION): Upon arrival at the facility Licensing noted three children in the outside play area with one staff person and three children located in the inside play area with no staff person present.

Staff called children to come outside & all six children were then located together in the outside play area.

A second staff person came on shift at a later time.
Corrective Action(s): Ensure children are supervised at all times.

NUTRITION AND FOOD SERVICES: 17130 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: During inspection Licensing noted some lunch boxes were being stored on the kitchen counter. Licensing opened some of the boxes and noted there was food which required refrigeration in them with no ice pack.

Licensee stated the lunch boxes are sometimes on the counter for 2-3 hours.

Licensing reminds staff that food which requires refrigeration cannot be left a room temperature for any more than 2 hours for safe food storage.
Corrective Action(s): Ensure all food requiring refrigeration is either stored in the fridge, or there is an ice pack in the lunch box for safe food storage.

RECORDS AND REPORTING: 19060 - CCLR s.57(1)(a)(b)(c) - A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation: During inspection Licensing noted that one child in care does not have a registration form.

Licensee stated the child is a sibling of another child in care & that they did have their care card number and contact information.
Corrective Action(s): Ensure there is a registration form on site for all children in care.

Comments

Summary of Inspection
At the inspection dated June 20, 2019 there were 6 children and 2 staff present. At this inspection the above noted contraventions were identified.
Licensee to submit written documentation to Licensing once all violations have been addressed.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
The following resource was provided:

 Active Supervision

During inspection Licensing observed children engaged in free play in the outdoor area which included water play, sidewalk chalk drawing, riding bikes etc. Licensing observed staff interacting with children while they were engaged in actvities.

In discussion with the Licensee they will add a written screen policy to their policy manual. Licensing was unable to locate the facility "Active Play" policy during inspection but staff did state that all children must have a minimum of one hour of outside play per day which is the facility's policy.
