Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During inspection of the preschool/out of school care room, it was found that several places on the walls had chipped paint exposing jiprock in some areas.
Corrective Action(s): Ensure the facility walls are in good repair.
Date to be Corrected: Submit maintenance plan by December 1, 2019

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: During inspection of facility rooms, it was found that all fire extinguishers require maintenance.
Corrective Action(s): Ensure fire extinguishers are maintained

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: During review of the policies for staff and families it was found that there were no active play, screen time or transportation of children in care policies available.
Corrective Action(s): Ensure employees and families have access to written policies regarding active play, screen time and transportation of children in care.

NUTRITION AND FOOD SERVICES: 17010 - CCLR s.48(1)(a) - A licensee must (a) ensure that each child has healthy food and drink according to the Canada's Food Guide.
Observation: During inspection of the facility, the temperature of the fridge was measured at 9 degrees Celsius
Corrective Action(s): Ensure the fridge temperature is maintained between 0-4 degrees Celsius. Licensee expressed that children's lunches are not stored in this fridge and that no perishable items will be stored in this fridge and served to children as snack until this fridge has been adjusted, repaired or replaced.

Comments

At the inspection dated November 19, 2019 there were 20 children in daycare and 3 staff present and 11 children in preschool with 2 staff present. This facility has 62 children currently registered in daycare, preschool and the out of school care program.
At this inspection the above noted contraventions were identified. Actions required by the licensee are included here.
As part of this routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
