Introduction

A routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act, Child Care Licensing Regulationand the applicable Director of Licensing Standards of Practice. In response to the current COVID 19 pandemic this inspection focused on the physical facility, equipment and furnishings, hygiene and communicable disease control.

Contraventions
Previous Inspection - Contraventions observed on FIR #RDHI-B9DPKD have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11100 - CCLR s.15(2)(a) - A licensee must ensure that each piece of furniture or equipment for sleeping (a) is used by only one child at a time, (b) is clean and comfortable.
Observation: Licensing observed a large mat (futon) on the ground for the purpose of 3 children to use for napping. There were fabric dividers on the mat to designate 3 separate sleeping areas. The staff said that children sleep head to toe and the bedding is laundered weekly.

Corrective Action(s): Licensing discussed with the Licensee that each child needs to have their own sleep mat and to have space between the sleep mats to prevent any cross contamination.

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: The Licensing Officer noted the first aid certificate for the staff expired in February 2020. The Licensee said they were enrolled to renew their certificate in March 2020 however the course was cancelled due to the current COVID 19 pandemic.
Corrective Action(s): It is the responsibility of an individual who has the first aid certificate to renew their certificate in advance of the expiry date. Due to the current COVID 19 pandemic no first aid courses are being held. The staff will need to renew their certificate at the earliest opportunity.

Comments

At the inspection dated, May 15, 2020 there were 3 children and 2 staff present. The above noted contraventions were identified during this inspection. As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided.

Licensing reviewed with the staff their cleaning, and sanitizing procedures, and the implementation of the facility's sick policy. Licensing provided to and reviewed with the staff the Fraser Health Resource Package for Childcare Facilities COVID 19 Procedures.

The Licensee is using individual cloth towels for children to dry their hands after hand washing. Licensing discussed with the Licensee the need to have children place the cloth towel in a laundry hamper after each use or use paper towels. This will prevent any possible cross contamination and support healthy hygiene practices in particular during the current COVID 19 pandemic.

The Licensee has covered the main activity floor with area carpets to prevent children from potential injuries should a child fall. Licensing discussed with the Licensee about cleaning and sanitizing the carpets on a regular basis and to consider the possibility of removing the carpets to enable staff to sanitize and disinfect the floor.

This inspection was reviewed with the staff during the inspection. This report and the Facility Risk Assessment Tool was completed off site (time spent: .33 hours) and a copy of these documents were sent to the Licensee.
