Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.Licensing was accompanied by a Practicum Student from the Justice Institute of British Columbia for the purposes of training.
The following areas were reviewed:

· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services

· Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation. An arrangement was made to complete the written inspection off site and to return during nap time as the licensee had several questions pertaining to supervision practices and the children required the License's full attention.
Licensing provided a blank copy of a reportable incident form , Bulletin - Water Safety and Fraser Health Licensing Child Safety Alert which was reviewed with the licensee at delivery of the report.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Observed several pieces of outdoor plastic playground equipment to be heavily soiled with dirt.
Corrective Action(s): Please ensure a system is implemented in which regular cleaning occurs to ensure equipment used by children is clean and in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation:
Observed several areas within the yard which consisted of dog feces and a stump was protruding from the ground at the bottom of a slope which may result in injury should a child stumble within this area. A child was observed to climb onto the kitchen counter and remained seated next to an ( unplugged ) electric kettle that was observed to have water in it.Concerns were identified should the kettle have been recently used and it's contents hot which may result in serious injury.
Corrective Action(s): please ensure ongoing monitoring of areas accessed by children occurs in order that these areas are ready for the children's use and free from hazardous.

CARE AND/OR SUPERVISION: 14060 - CCLR s.39(1) - A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation: At arrival Licensing knocked on the door ( main entrance to the day-care ) children could be heard playing inside and sounds were also coming from the upstairs of the home. Licensing knocked a second time and again no answer at the door children could no longer be heard inside on the lower level. Licensing then rang the front door bell and after no answer knocked on the front door. The Licensee opened the door with all the children. When asking why the door was not opened at the main day-care entrance the licensee stated that her own 2 children were upstairs and that she had gone upstairs to collect them and asking what age children need to be before they can be left on their own upstairs? It is noted that a previous contravention to supervision practices was found when the licensee permitted her own children to remain upstairs without direct supervision , as such the licensee provided a care and supervision policy outlining that all children including her own would remain with the licensee at all times.

Discussion held pertaining to supervision requirements , definition of Child and to include the licensee's own children " in care "
Corrective Action(s): Forward your plan detailing how you will ensure ongoing supervision of all children in your care. Some suggestions discussed such as supervision plan , amending the licence to Mutli-age therefore having your own children upstairs with a supervising adult.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: # children's files reviewed of the 3 it was observed that 1 file was missing the registration form which therefore the medical insurance number , immunization status and gender of the child was not listed.
Corrective Action(s): please ensure children's information is complete and maintained on site

Comments

Licensing returned to deliver and review the report in full at 2:15 pm.
While the report was not completed on site the Licensee was made aware of the identified contraventions.
Please provide your written response including your plan to balance providing care to your own children during times when school would not be in session as you referred to keeping them in day-care like a jail.It was evident the programming did not appear stimulating for children of school-age and you included not providing care to school aged children.
