Introduction

An unscheduled focused inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): Each child has their own wash cloth to dry their hands. Licensing expained to the staff that if they wish to continue using the wash cloths then it must be replaced after each use in order to reduce the spread and harbouring of bacteria. Alternatively, disposable paper towels can be used. Upon notifying the Manager, the wash cloths were immediately replaced with disposable paper towels.
Corrective Action(s): Please ensure wash cloths are replaced after each use or disposable paper towels are used.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Plastic bags accessible to children posing a hazard. Upon notifying the Manager, the plastic bags were stored in a location that is no longer accessible to children.
Corrective Action(s): Please ensure hazardous objects or substances are not accessible to children.

Comments

At today’s inspection, there were 17 children and 3 staff. The Manager arrived part-way through the inspection.

At this inspection, the above noted contraventions were identified. All contraventions were corrected during the inspection.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
-Use of logbook
-Emergency evacuation practices
-Documentation and notification of injuries
-Annual review of care plans; photo of child on care plan
-Storage and transportation of emergency medication
-Storage and laundering of nap items and equipment
-Hand washing practices
-Exemptions
-Licensing Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
-Regular review of BCCDC website for COVID-19 updates (see link below)
