Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 30010 - RCR s.8(1) - Licensees and applicants for licences must notify a medical health officer immediately of any change in the information provided under section 7.
Observation: A new manager has been designated May 2016. Licensing was not notified of change.
Corrective Action(s): Ensure Licensing is immediately notified of any changes in the information provided under section 7 of the Residential Care Regulations. . Licensing will provide The Amendment Form, Licensee Declaration Form to the manager, as well as the Licensed Residential Care bulletin for Change of Facility Manager requirements. These are also available under resources tab at www.fraserhealth.ca/residentialcare.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31260 - RCR s.21(c) - A licensee must ensure that all furniture and equipment for use by persons in care (c) are maintained in a good state of repair.
Observation: Kitchen table is worn throughout the surface of the table. The wheelchair ramp in the tub room continues to be rusted, in turn causing transfer of rust stains on the floor of the tub room.
Corrective Action(s): Ensure all furniture and equipment for use by persons in care are maintained in a god state of repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31290 - RCR s.22(1)(b) - A licensee must ensure that all rooms and common areas are (b) maintained in a good state of repair.
Observation: 3 of 4 bedrooms have noticeable wear and tear. 1 bedroom has a wall paper partly detached from the wall, and all 3 bedrooms have various levels of scratches/ indents in the walls, some indents exposing jiprock, which will cannot be cleaned or sanitized.
Corrective Action(s): Ensure all rooms and common areas are maintained in a good state of repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31330 - RCR s.23(a) - A licensee must ensure that (a) no one other than a person in care smokes while on the premises of a community care facility.
Observation: There is a structure on facility premises (back of property) that is used as smoking site for staff. Smoking policy also states that employees will not smoke on site.
Corrective Action(s): Ensure no persons other than persons in care smoke on site.

HYGIENE AND COMMUNICABLE DISEASE: 35020 - RCR s.49(1) - A licensee must require all persons admitted to a community care facility to comply with the Province's immunization and tuberculosis control programs.
Observation: For 1 person in care, there was no evidence of confirmation compliance with the Province's Tuberculosis program upon admission.
Corrective Action(s): Ensure compliance with the Province's tuberculosis programs.

The following discussions with the Residential Coordinator:
- An independent analyst was on site November 22, 2016, to assess requirements for physical facility updates. The Residential Coordinator will obtain 3 quotes for repairs required and will submit to MSA Society for review. Last year licensing identified maintenance requirements for the bathroom by the main entrance.
