Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During inspection Licensing noted that the paint on the walls is marked and chipping. Staff stated that children are now chipping at the paint causing the paint to peel leaving areas of wall unpainted and unable to be properly cleaned.
Corrective Action(s): Ensure all walls do not have areas of peeling paint and can be easily cleaned.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: During inspection Licensing: observed the bench, located around a tree on their climbing structure, is beginning to show signs of rot with the edges becoming rough; the outdoor mat closest to the kitchen has areas of missing rubber causing a tripping hazard.
Corrective Action(s): Repair or replace bench and mat.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: During inspection Licensing reviewed fire/ emergency drill records and noted there was no drill listed for March.
Staff stated an emergency drill has been conducted monthly.
Corrective Action(s): Ensure all emergency drills are recorded when completed as this is proof that the drill was conducted.

Comments

During inspection Licensing observed children while indoors: experimenting with a swinging basket with small bean bags in it; placing rocks in a jewelry box, sitting reading with staff, playing with cars, throwing and rolling light rattan balls, requesting songs to sing before snack time & singing along, & eating snack before going outside.

Licensing observed the following activities accessible to children outside: streamers between 2 trees that children could run/ walk through, real bowls. utensils in the sandbox/ playhouse area, garden, chalk as well as a book reading area.

Licensing observed getting down to children's level to talk to them about their activities or assist with problem solving.
