Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31290 - RCR s.22(1)(b) - A licensee must ensure that all rooms and common areas are (b) maintained in a good state of repair.
Observation: Inspection of the physical facility noted:
* cupboards and drawers in the kitchen have laminate surfaces that are lifting
* electrical outlet cover in the front bedroom is missing
* Door frames and trim throughout the home has damage, paint missing and metal showing
* floor in the second bedroom is lifting and chipped
* floor grout in the shower room is stained and has mildew
* Light cover in the laundry room is missing
Corrective Action(s): ensure the rooms and common areas in the home are maintained in a good state of repair

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31780 - RCR s.35(2)(a) - A licensee must ensure that laundry facilities (a) if used by persons in care, have a slip resistant floor surface.
Observation: Some PIC's use the laundry room and there is no non slip flooring in that area
Corrective Action(s): ensure there is a slip resistant floor in the laundry area

CARE AND/OR SUPERVISION: 34760 - RCR s.81(4)(b)(ii) - A licensee must ensure that (b) each care plan is reviewed and, if necessary, modified (ii) if there is no substantial change in the circumstances of the person in care, at least once each year to ensure it continues to meet the needs and preferences, and is compatible with the abilities, of the person in care who is the subject of the care plan.
Observation: 2 of 4 care plans reviewed found that the care plans had not been reviewed since 2018 and 2019
Corrective Action(s): Ensure each care plan is reviewed and if necessary modified at least once per year

MEDICATION: 36070 - RCR s.69(1)(a) - A licensee must ensure that a pharmacist (a) packages all medications.
Observation: Review of the medication area noted that 1 PIC has CBD oil that is used nightly as a PRN. The medication is provided by family but has not been labeled by the pharmacy
Corrective Action(s): Ensure all medications are labeled by the pharmacist

RECORDS AND REPORTING: 39320 - RCR s.83(4)(a) - Subject to subsection (5), a licensee, other than a licensee who provides a type of care described as Hospice, must (a) ensure that each person in care is weighed at least once each month.
Observation: Review of weights noted that 1 PIC was missing 2 weights for the year with out comment as to why the weight is missing
Corrective Action(s): ensure weights are recorded monthly
