Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of the inspection.

The following areas were reviewed:
· Licensing
· Physical Facility
· Staffing
· Policies and Procedures
· Care and Supervision
· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting

As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year “historical” review of the facility’s compliance operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: One staff has an expired ist aid certificate, there has been times where this employee has been alone with children.
Corrective Action(s): Please ensure that children have immediate access at all times to someone who holds a valid first aid certificate.
Staff has registered for a course on Feb 22 2018
Date to be Corrected: Immediately

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensee stated that drills have been completed, however there was no documentation of either drill since October 2017.
Corrective Action(s): Please ensure all staff practice a monthly fire drill and annual evacuation drill as be sure to keep a record of these Drills

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: Although implemented, Active Play and Screen use Policies have not been created or a copy provided to parents.
Corrective Action(s): Please ensure Active Play and Screen Use Policies are created as per the Director of Licensing Standards of Practice for Active Play.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: School aged children are only signed into the program in the morning and signed out at the end of the day. The attendance records have columns to include when the children leave for school in the morning and for when they arrive back to the facility after-school, however there has been no documentation on these columns.
Corrective Action(s): Please ensure an accurate attendance record is kept, including arrival time, departure time to school, when children arrive back in the afternoon and when they leave at the end of the day.
Absents must be documented as well.

Comments

During today’s inspection the Licensee and 7 children were on site. Licensing observed the following:
Children had just returned from playing at the local school, and were having a snack.
Free play and homework time was also observed.

Reviewed and/or Discussed at time of this inspection with the Licensee:
· The backyard is still under construction, Active Play occurs at a local school.
· One temporary retention in place until the end of June- Licensing delivered the Decision Form today

Please provide a written response by February 26, 2018 2018 addressing the above cited contraventions.
This inspection was reviewed with the Licensee prior to signing.
