Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act(CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation (CORRECTED DURING INSPECTION): The facility License was stored under a pile of paperwork.
Corrective Action(s): Ensure the license is displayed in a prominent place in the community care facility.
Date to be Corrected: August 5, 2022

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: The Licensee's criminal record check expired in March 2022.
Corrective Action(s): Ensure a current and valid CRC is on file for all employees.
Date to be Corrected: August 12, 2022

STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: A criminal record check for a person over the age of 12 who is ordinarily present has expired in February 2022.
Corrective Action(s): Ensure a current and valid CRC is on file for persons over the age of 12 who are ordinarily present.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: There are expired emergency supplies. Supplies expired on January 2021.
Corrective Action(s): Ensure there is sufficient emergency supplies to respond to and recover from any emergency.

Comments

Summary of Inspection:
At the inspection dated August 5, 2022, there were 3 children in care with the Licensee.
At this inspection the above noted contraventions were identified.
Action required by the licensee includes providing a written response by August 12, 2022 .
Actions required by Licensing include reviewing the written response.

JIBC Practicum student was present at todays inspection.

Licensing conducted an inspection of the entire home and determined that ages and group size is in compliance.
The following education was provided:
Covid-19 vaccine status for staff
Licensing noted no emergency contact information for a child in care. The Licensee flagged this information herself, and will be talking to the family.
Concentration of bleach solution appeared a little strong. Resource to be provided.
The fire extinguisher is coming up for servicing
1 care plan is coming up for renewal
There is no repayment agreement signed by the parents as the facility does not take prepaid fees. Fees are collected only for the days the children attend however, the Fee policy currently does not correspond with the current practice. Please ensure the fee policy is corrected to correspond with the practice.

This report was written off site and a copy of both the report and Risk Assessment was emailed to the facility. This report is unsigned due to health and safety practices during COVID-19.
