Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection the following was observed inside the faciity:
-a large tv was not anchored and is located in the play area. This could be a potential tipping hazard

The following was observed in the outdoor play area:
-a piece of plywood was leaning against the garage. This could present a potential falling hazard
-a board with nails. This could present a potential puncture hazard
-a piece of evestroff was leaning up against the house. This could present a potential falling hazard

In discussion with the Licensee he stated that the facility has recently been renovated and the items in the outdoor play area were left from the renovation.
Corrective Action(s): Please ensure a safe environment is provided at all times

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During the inspection the following was observed in the facility:

-A hole in the drywall leading to the furnace room. A gate had been placed in front of the hole but this was easy to remove. In discussion with the Licensee he is searching for a more permanant solution to fix the hole.
-Varoius paint chips in the facility
Corrective Action(s): Please ensure the facility is in good repair

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11120 - CCLR s.15(2)(c) - A licensee must ensure that each piece of furniture or equipment for sleeping (c) is appropriate for the size, age and development of the children intended to use it.
Observation: Three bouncy chairs were observed in the facilty. Currently their are no children enrolled that would require the use of a bouncy chair.
Corrective Action(s): Please ensure the furniture is age and developmentally appropriate for the children in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: The following was observed in the facility:
- a chemical cleaner and two types of perfume spray were located in the washroom. This was accesible to children. This could cause a potential poisoning hazard. This was corrected during the inspection.
The following was observed in the outdoor play area:
-several white shelves had rust on them. This could be a potetial health hazard
Corrective Action(s): Please ensure that the children do not have access to any objects or substances that are harmful to the children.

STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: The criminal record checks (CRC) for persons at the facility were reviewed. One CRC was from the RCMP. Licensing recommends that CRC's must be completed through the criminal record review board.
Corrective Action(s): Please ensure CRC's are completed through the criminal record review board.

POLICIES AND PROCEDURES: 13040 - CCLR s.56(1)(a) - A licensee must keep current records of each of the following: (a) written policies and procedures for the safe release of children.
Observation: The policies and procedures were reviewed. A safe release policy was not present.
Corrective Action(s): Please ensure to create a policy for te safe release of children.

HYGIENE AND COMMUNICABLE DISEASE: 15020 - CCLR s.14(4)(b) - A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (b) a wash basin.
Observation: During the inspection licensing discussed with the Licensee the area for diaper changing. The Licensee stated that diapers are changed in the downstairs play area. This was due to the recent renovation of the upstairs washroom. Licensing recommended changing diapers in or directly outside the washroom to have access to a washbasin to ensure proper health and hygeine is being practiced.
Corrective Action(s): Please ensure that the children's diapers are changed in an area that is located next to a washbasin.

Comments

At the inspection dated December 19, 2019 there were 5 children and the Licensee was present. At this inspection the above noted contraventions were identified. Please ensure a written response is sent to licensing by January 2, 2020 addressing how you have corrected the above noted contraventions.As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Active Supervision
· Lead in the Water
