Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act(CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following:
- Lysol disinfectant left on the countertop which is accessible to the children.
- Adult knife in an unsecured drawer.
Corrective Action(s): Ensure a healthy and safe environment is provided at all times.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: A selection of staff files were reviewed. Out of the 4 files reviewed, 3 did not have site specific criminal record checks.
Corrective Action(s): Ensure a site specific criminal record check is on file.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: A selection of staff files were reviewed. Out of the 4 files reviewed:
- 1 file did not have any character references
- 1 file had character references however, the Manager had not checked the references to confirm the individual is of good character.
Corrective Action(s): Ensure character references in respect of the person is on file.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: A selection of staff files were reviewed. Out of the 4 files reviewed, 1 file did not have a record of the person's work history.
Corrective Action(s): Ensure a record showing the person's work history is on file.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: The fire extinguisher has not been serviced annually. The Licensee said she has already informed the church.
Corrective Action(s): Ensure the fire extinguishers have been service annually.

Comments

Summary of Inspection:
At the inspection dated June 27, 2022, there were 12 children in care with 4 teachers and 1 support worker.
At this inspection the above noted contraventions were identified.
Action required by the licensee includes providing a written response by July 4, 2022 .
Actions required by Licensing include reviewing the written response.

The following education was provided:
Covid-19 vaccine status for staff
Licensing observed the children clean their hands with hand sanitizer before eating snack. A discussion was had with the Manager while in the facility to use soap and water to wash children's hands. Hand sanitizer should only be used if there is no access to soap and water.

This report was written off site and a copy of both the report and Risk Assessment was emailed to the facility. This report is unsigned due to health and safety practices during COVID-19.
