Introduction

This is a follow-up inspection completed with the Manager to the routine inspection report # CRAU - C89TR6 (completed on October 29, 2021).

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 30240 - RCR s.61 - A licensee must regularly monitor the physical environment of the community care facility, and the care and services provided by it, to ensure that the requirements of the Act and this regulation are being met.
Observation (CORRECTED DURING INSPECTION): A review of the menu checklist dated February 19, 2022, Part B was not completed. The staff completed this on-site. Please ensure the documentation is completed as required based on the program at CRESST - South Fraser (Part B refers to the length of the menu, however the program is a "short term" program).

There is one satisfaction survey with no date on it. In discussion with the staff, the survey was completed close to the other surveys being completed and a summary of the survey includes this survey with no date. Please ensure all documentation is thoroughly completed including dates, and so on.
Corrective Action(s): Please ensure the care and services provided by the facility are monitored regularly to ensure that the requirements of the Community Care & Assisted Living Act and Residential Care Regulation are being met.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31100 - RCR s.17 - A licensee must ensure that water accessible to a person in care, from any source, is not heated to more than 49° Celsius.
Observation: A random check of the hot water temperatures at the sources accessible to persons in care indicated the following:

- The person in care washroom adjacent to the dining room/back offices the sink hot water temperature measured at 58.7 degrees Celsius (slowly rose to this temperature and likely would have risen higher).
Corrective Action(s): Please ensure that the water accessible to a person in care, from any source, is not heated to more than 49 degrees Celsius.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31290 - RCR s.22(1)(b) - A licensee must ensure that all rooms and common areas are (b) maintained in a good state of repair.
Observation: The Manager advised the writer that new furnishings are now in-place such as dressers, and sofa. The Manager stated working with BC Housing to address the outstanding maintenance items (e.g., patched the walls where required and painting needs to be completed). The Manager provided the Licensing Officer a list of maintenance items needing to be addressed (dated August 12, 2021) that BC Housing has been made aware of.
Corrective Action(s): Please ensure all rooms and common areas are maintained in a good state of repair.

Staffing
- Staff checklist dated December 2021 appears to be current and capture all the Residential Care Regulation requirements such as work history, references, and so on.
Policies and Procedures:
- The facility has developed a system of review for the policies and procedures seen by the Licensing Officer and the policies and procedures are being reviewed and/or revised as required.
Nutrition and Food Services:
- Emergency menu seen by the Licensing Officer.
- Meals and More Checklist dated February 21, 2022 seen.
- Mealtime Checklist dated November 15, 2021 seen.
- Nutrition Care Plan checklist dated February 20, 2022 seen.
- Satisfaction Surveys for food services dated February 16, 2022 seen, including the summary of the survey dated February 20, 2022.
- Menu checklist dated February 19, 2022 seen.
Medication:
- Medication Safety and Advisory Committee meeting minutes of November 1, 2021 seen. In addition, medication inspection minutes of February 3, 2022 seen by the Licensing Officer.
- There is a policy and procedure binder from the pharmacy on-site (dated October 29, 2021).
Physical Plant:
- Emergency numbers appear to have been updated.
Care and Supervision:
- The written consent to treatment and care (to call a medical / nurse practitioner or ambulance for transfer to hospital) has been revised and appears to meet the intent of the Residential Care Regulation section 78 (3)(a).
Due to the Covid-19 pandemic, the findings were reviewed and discussed with the Manager at the time of the inspection. The corrective dates to address each contravention are noted and a comprehensive written response to this report is also required in-writing by March 22, 2022 to address the hot water temperature being over 49 degrees Celsius and by March 25, 2022 to address the remaining items in the report. This inspection report was written off-site and then emailed on March 22, 2022 to the Manager for review and to finalize the report once they were in agreement to the wording. As a result of the pandemic, signature for the Manager is not included. If there are further questions related to this inspection, please contact your Licensing Officer.
