Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act(CCALA) and the Child Care Licensing Regulations(CCLR) and the relevant Director of Licensing Standards of practice (DOLSOP).

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed an enclosed and empty pest management receptacle was accessible to children in the outdoor play space, and a gate leading to the upstairs balcony unlatched. This was corrected during the inspection. The licensee had not been logging a daily outdoor checklist.
Corrective Action(s): The licensee will review systems to maintain compliance with daily, monthly and annual checks of the outdoor space to ensure a healthy and safe environment at all times.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: The food items contained in the emergency evacuation kit had expired in 2023.
Corrective Action(s): Licensee will provide a written response with how they will develop a system to review and update emergency evacuation supplies to respond and recover from any emergency.

Comments

During today’s inspection, there were 8 children, 1 staff, the licensee and a visitor from Fraser Valley Child Development Centre present. At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.
As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.
Discussions:
· Licensing confirmed expiry dates for valid criminal record checks
· Licence, and posted certificates had been removed from being posted, due to recent painting in the facility that occurred. Licensee said they will be mounting a new bulletin board with these items posted in the coming days.
· Discussed absent employee regulations.
