Introduction

An unscheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR #JFLR-AZBPAZ have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Licensing reviewed 5 staff files and noted one contained reference phone numbers, but no system to indicate references had been checked.
Corrective Action(s): Please ensure staff files contain all required information, including character references.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: Licensing reviewed 5 staff files and noted one did not contain a resume.
Corrective Action(s): Please ensure staff files contain all required information, including a record of work history.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Licensing reviewed facility fire drills and noted one was not completed for August 2019.
Corrective Action(s): Please ensure fire drills are practiced monthly

Comments

At this inspection dated November 29, 2019 there were 16 children and 5 staff present. At this inspection, the above noted contraventions were identified.

Licensing observed: hygiene practices, transition to outdoors, outdoor play, and free play indoors. Facility has good systems in place for equipment safety, maintaining records and minor incidents. Discussed daily schedule and activities with staff and manager.

The licensee is to correct the contraventions by the dates provided, and provide a written response to licensing by December 4, 2019 indicating the steps that have been taken to address noted violations.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.
