Introduction

An unscheduledinspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation (CORRECTED DURING INSPECTION): Licensing observed that the manager's name was not displayed on site.
Corrective Action(s): Ensure the manager's name is displayed on site.
Date to be Corrected: Corrected during ispection.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing observed the following:
- Fire extinguisher was hidden and took some time for staff to find, as it was not in a visible area.
- The fire extinguisher had no service tag.
- The emergency plan / location document was missing.

Corrective Action(s): Ensure that the fire extinguisher is placed in a visible area. This was corrected during inspection.
Ensure that the fire extinguisher is serviced with a tag that shows the next service date.
Ensure that the emergency plan / location document is at the facility and placed in a visible area.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensing observed that for the month of July 2023, the fire drill was not recorded, though staff said it was completed.
Corrective Action(s): Ensure that records are up to date.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Licensing observed that one child did not have their medical insurance plan number on file.
Corrective Action(s): Ensure that the child's file is complete.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation (CORRECTED DURING INSPECTION): Licensing observed that one child did not have the start date on file.
Corrective Action(s): Ensure the child's file is complete.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Licensing observed one child did not have the doctor's name and phone number on file.
Corrective Action(s): Ensure that the child's file is complete.

Comments

At the inspection dated Aug. 11, 2023 there were 18 children and 7 staff present. At this inspection, the above noted contraventions were identified. Actions required by the licensee includes a written response. The contraventions noted in this report were reviewed with the facility during the inspection.

This is the first full routine inspection of the facility since being licensed.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following recommendations/discussions were provided:
- Reportable Incident procedures, which is to be reported within 24 hours. Child care staff are asked to call their Licensing Officer to make the report. If the Licensing Officer is unavailable, please call the Duty Line Licensing Officer.
- Document minor incidents using the incident log bound book, and take note of any illness and unexpected events involving children not requiring medical attention, and that are not reportable incidents as described in Schedule H and staff to initial after each documentation.
- Continue to constantly review facility policies
- Continue to clean and sanitize the facility including toys and equipment
- Continue hand hygiene procedures
- Check the expiry date of items in the emergency supplies kit
- Remove all items with a DIN # in the first aid kit, as parent’s permission is required before using these items on children. Mild soap and water can be used to clean any minor cuts or scrapes.
