Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: During the inspection Licensing observed that one staff certificate was not posted in the facility, This is a repeat contravention from inspection # CLAN-BAEM4K
Corrective Action(s): Please ensure staff certificates are posted.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The following was observed during the inspection:
-Three outlets on an extension cord were missing plug covers. This is a repeat contravention from inspection #CLAN-BAEM4K, #CLAN-BGATJC, #CLAN-BMUPQ4 and #CLAN-C9FQ5W
-visible dirt was observed on the walls in the washroom. This is a repeat contravention from inspection #CLAN-C9FQ5W
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the following:
-A fence on the playground was rusty. Rust can present a potential health hazard. Please provide active supervision in this area until this is corrected.
- An air freshener was at the children's level in the washroom. The air freshener read, " keep out of the reach of children". Please correct as of November 16, 2022
Corrective Action(s): Please ensure children do not have access to any objects or substances that are hazardous to their health and safety.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Two staff records were reviewed. One staff record was missing a site specific criminal record check This is a repeat contravention from inspection # CLAN-BAEM4K and #CLAN-BMUPQ4

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Two staff records were reviewed. One staff record was missing 2 references. This was corrected on site. This is a repeat contravention from inspection # CLAN-BGATJC and #CLAN-BAEM4K

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Two staff records were reviewed one staff record was missing a verification from the ECE registry. This was corrected on site. This is a repeat contravention from inspection # CLAN-BAEM4K and CLAN-BGATJC
Corrective Action(s): Please ensure staff records are complete.

STAFFING: 12151 - CCLR s.19(5)(a) - Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (a) a criminal record check for the person.
Observation: A criminal record check was not obtained for one volunteer.
Corrective Action(s): Please ensure volunteer records are complete.

STAFFING: 12153 - CCLR s.19(5)(c) - Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (c) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Immunization status was not obtained for one volunteer.
Corrective Action(s): Please ensure volunteer records are complete.

Comments

At the inspection dated November 16, 2022 there were 11 children, 2 staff, 1 volunteer and the Manager was present. At this inspection the above noted contraventions were identified. Please correct the above noted contraventions by November 30, 2022 unless otherwise specified in the report. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Manager.

The following education/recommendations were provided:
-The reportable incident reporting procedure.
-The current cleaning protocols that are in place
-Discussion on preventing lead in the water
-Discussed signing and dating care plans
