Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Emergency Supplies:
Emergency supplies are available (back packs and 1 large emergency bag). As discussed it is recommended that a system be established to ensure smoother transport of the larger bag. The Manager agreed that lifting the larger bag would be a challenge for some staff due to the weight of the bag. It was discussed that a wheeled container with handle would assist staff to transport the supplies.
Outdoor Play Area
The Manager advised that there are plans to increase the designated outdoor space to incorporate more of the natural surroundings and to promote more of the indigenous traditional values. Please submit the outdoor plans to Licensing for review and to set up an inspection of this area.
Director of Licensing Standard of Practice - Active Play and Screen-Time Use
As discussed, development of the above policies will need to be developed and shared with parents/families. Licensing to email a copy of the Standard of Practice for the above.

Contraventions
Previous Inspection - Contraventions observed on FIR #LJON-AF5NK7 have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Future 4 Nations provides bus pickup and drop off. An attendance list is available to indicate the time the child boards the bus. A review of this attendance record for today noted that of the 11 children who were picked up, 1 of the 11 noted the time of pickup. In addition to bus pickup and drop-off, some parents drop off their child directly at Future 4 Nations classroom. As discussed with staff, once the parent transfers care of their child to Future 4 Nations, this is considered to be a transfer of care from the parent to Future 4 Nations and the time of transfer should then be recorded as the arrival time. Once all of the children arrive for Preschool, staff use a checklist to indicate attendance, however, this list is used only to indicate attendance by a checkmark.
Corrective Action(s): Ensure time of arrival and departure is indicated on an attendance record.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: A random review of emergency cards was completed for the bus attendance. 1 was missing a photo. The bus driver indicated that this child has not attended in some time. As discussed, photos of each child who has an active registration should be on file..
Corrective Action(s): Ensure photo's or digital image is available for each child.
