Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All care categories were inspected for compliance.

Observed Violations
POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: An emergency drill or monthly drills have not been conducted.
Corrective Action(s): Please ensure an emergency drill is conducted a minimum of once every 12 months and that a fire drill is conducted each month.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Files for six children were reviewed. The date of enrollment was not available for one child.
Corrective Action(s): Please ensure the date of enrollment is available for all children.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Files for six children were reviewed. Contact information for an emergency contact was missing in one file.
Corrective Action(s): Please ensure all files have contact information for an emergency contact.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: Photographs were not available for all children.
Corrective Action(s): Please ensure a photograph is available for all children.

RECORDS AND REPORTING: 19210 - CCLR s.58(1)(a) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation: No care plan available for a child requiring extra support.
Corrective Action(s): Please ensure a care plan is available for children who require extra support.

Comments

Summary of Inspection
At the inspection dated November 28 2023 there were four children, one staff and two family members present. At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this routine inspection, a facility risk assessment tool is completed and a copy is provided. This report was reviewed with the manager and a copy will be emailed to the manager.
The following were discussed:
Ensuring all safety gates are securely in place while children are in care.
The types of incidents to include in the minor log book.
Contacting the Licensing Officer for clarification of the legislation if needed.
