Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of the inspection.
The following areas were reviewed:

· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services

· Records and Reporting
Live 5210 Kit was provided to the facility at the time if inspection.
As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 36 month “historical” review of the facility’s compliance operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #JMIA-9YLPT8 have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: The name of Manager is not posted for parents to see.
Corrective Action(s): Please ensure the Manager's name is posted in a prominent place.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): The children's bedding is now placed in fabric bags, rather than being mixed together. However, when the children's beds are made up, the bags are piled on top of each other. Today, the bags were piled on top of some dirty bedding. A discussion was had with the licensee about this practice as it is not hygienic. The Licensee has already hung up the bags at the children's cubby and a note was made for staff do this practice in future.
Corrective Action(s): Please ensure a healthy and safe environment.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: There is a staff who has a criminal record check from the RCMP, not from the Ministry. The facility has applied for a CRC through the Ministry but it has not yet been obtained.
Corrective Action(s): Please ensure a criminal record is obtained from the Ministry.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: There is one staff who has references named, however, these references were never checked (as the Licensee had indicated). Please ensure that refrences are checked and a notation in their file should indicate that they have been checked.
Corrective Action(s): Please ensure staff files are complete.
