Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), and the Child Care Licensing Regulations (CCLR), and the Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: Review of staff file. Resume included was that of the licensee. Licensee provided copy of the resume prior to the writing of the report.
Corrective Action(s): Please ensure to include a record of the person's work history.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation (CORRECTED DURING INSPECTION): 5 children's files were reviewed. 1 file was missing the MSP number. The licensee corrected this during inspection.
Corrective Action(s): Please ensure to keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number, and immunization.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Daily attendance records did not contain record of when children who would normally attend are absent.
Corrective Action(s): Please ensure to keep for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or if the child is present, the time of arrival and departure.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation (CORRECTED DURING INSPECTION): 5 Children's files were reviewed. 1 file did not contain the name and telephone number of medical practitioner. Licensee corrected this during inspection.
Corrective Action(s): Please ensure to keep a record showing the following information: (d) name and telephone number of a parent, medical practitioner, and emergency contact.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation (CORRECTED DURING INSPECTION): Review of 5 children's records.1 file did not contain the photo. Licensee took photo of the child and posted the photo in the file during inspection.
Corrective Action(s): Please ensure to keep for each child, a record showing the following information; (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.

Comments

Summary of Inspection:
During today’s inspection, there were 4 children, a family member, staff and the facility licensee present.
At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
Discussed the practice of storage for items such as plastic bags to prevent access to children.
The emergency evacuation kit was in the process of renewal, some water and supplies were in the bin, however the water was expired. Licensee stated there is more water and food in the garage that had not yet been placed in the bin due to weather.
Review of BCCDC guidance for hand washing prior to eating.
Reviewed facility screen time policies to ensure staff understand and follow the policies.
Provided education on the usage of log book to keep record of daily events that are non-reportable.
Criminal record checks for 4 persons who reside in the home and work in the facility are up for renewal in the coming months.
During the inspection a child and parent arrived to register for care. Licensing reviewed the process for temporary placement with the licensee if needed in the future.
