Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act(CCALA) and the Child Care Licensing Regulations(CCLR) and the relevant Director of Licensing Standards of practice (DOLSOP). All areas were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During review of the outdoor play space licensing observed:
-gaps at the stairs, and in one corner of the fenced area which were greater than 3.5 inches, accessible to children and pose an entrapment concern.
-Storage of long wood boards which were unsecured and leaning on the edge of the fence, a plantar with long wires which pose an entanglement concern, and a large counter top which appears to be disintegrating, all were accessible to children.

Corrective Action(s): The licensee said they will clear the storage items this weekend, and will provide a plan for addressing the gaps on or before May 3, 2024

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: Two employee files were reviewed, and both employees current first aid certification, however they did not meet the requirement of 3.5 hours of in person training.
Corrective Action(s): The licensee provided a plan to correct this as of April 27th, 2024.

Summary of Inspection:
During today’s inspection, there were 2 children, and licensee present. At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions. Licensing will review the written response.
As part of the routine inspection, a facility risk assessment tool was completed, and a copy was provided to the facility along with the report. Copies of the inspection report and the Facility Risk Assessment Tool were reviewed, discussed and provided to the Licensee/Manager.
