Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The following was observed during inspection:
- cleaning products are stored in a closet that is unlocked and accessible to children
- the front loader washing machine is not locked and accessible
- a significant amount of standing water was found in an over turned swimming pool and a garbage can that was left without a lid.

Corrective Action(s): Make cleaning supplies inaccessible. All standing water should be removed prior to the children coming into care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed the following:
- the gate that leads to the backyard is held open and fixed to the fence by a string. Licensing tried to close the gate but was unable to because the latch does not close easily. When asked, the manager stated that the door does not close well so she props it open to make it easier for families. When playing outside the manager pulls the door closed but it's difficult to open up again.
- The grass is long and the back yard play area has many uneven areas where the children have dug holes. Due the age of children in care it makes it dangerous for younger children to play.
- children have direct access to a generator and air conditioning unit.
- the facility sandbox requires repair, including refilling of sand and a cover for sanitization reasons.
- garbage cans for the house are stored in the middle of the play yard
Corrective Action(s): - Repair the gate
- preform maintenance on the yard including cutting the grass, repairing holes and removing garbage cans from the middle of the playard.

CARE AND/OR SUPERVISION: 14360 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: Licensing observed that there were more than 4 children younger than 48 months in care during inspection. A review of attendance records found on a date the previous week, there were 5 children younger than 48 months
Corrective Action(s): Ensure that the facility is divided into group size as per Schedule E of the Child Care Licensing Regulations.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: A review of 4 files found that 2 files did not have a medical practitioner or clinic identified.
Corrective Action(s): Implement a system to ensure that files are complete

Comments

At the inspection dated April 29, 2024 there were 5 children and 1 staff present. At this inspection, the above noted contraventions were identified. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following was discussed:
-Alternate sanitization of diapering equipment (resources to be provided)
