Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the licensing Officers observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the Routine Inspection a Facility Risk Assessment is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation .environment

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12180 - CCLR s.22(2)(a) - A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.
Observation: The fire extinguisher is past it's date for servicing.
Corrective Action(s): Ensure that noted equpment for fire safety is current and available.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): Upon arrival today there were 4 children in care and only 3 signed in. One child had left the facility , but was still signed in.
Corrective Action(s): Ensure that arrival and departure times are kept for each child upon arrival and departure.

RECORDS AND REPORTING: 19320 - CCLR s.59(a) - In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation: There is one child in attendance (the staff's own child) that did not have records available (children's file or emergency card).
Corrective Action(s): Ensure records for each child are available.

Comments

5210 was discussed. A package will be forth coming with materials to promote the 5210 program within the facility and with the families.

The children were seen to paint, participate in dramatic play, read books and eat a healthy snack. The staff was responsive to the children's needs and was respectful in discussions with them, "yes, babies do that sometimes", "Do you want your lunch now? You can have it if you want.". Many activities were observed - cars, puzzles, books, dramatic play, and many large motor opportunities outside.

This report was discussed and reviewed with the staff. Licensing contact information was left.
