Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Chipped paint with some exposed dry wall, at a level accessible to children, was observed in one of the playrooms.
Corrective Action(s): Please ensure facility is in good repair.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: A sample of 3 staff records were reviewed and 2 staff's criminal records checks were found to have expired.
Corrective Action(s): Please ensure valid criminal record checks are in place.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: A sample of 3 staff files were reviewed and one was found to be missing immunization status.
Corrective Action(s): Please ensure all required records are in place for staff.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: The fire extinguisher was observed and found to be due for servicing November 2, 2019.
Corrective Action(s): Please ensure fire extinguisher is serviced annually to ensured is in working order to be able to respond to and recover from an emergency.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Children's records were reviewed and found to be missing telephone numbers for medical practitioners. Registration forms request physicians names but not their telephone number.
Corrective Action(s): Please obtain medical practitioners telephone numbers.

Comments

At the inspection dated November 20, 2019 there were 5 children and 3 staff present. At this inspection the above noted contraventions were identified.
