Introduction

An unscheduled/scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All designated areas of the facility from where the childcare operates were inspected for compliance or all designated areas of the facility from where the childcare operates were reviewed for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: At the time of this inspection, the name of the Manager was not displayed.
Corrective Action(s): Ensure the Manager's name is displayed in a prominent place in the facility portables (#1and #2)

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: A review of 3 staff files noted 1 criminal record clearance letter was not found for 1 staff at the time of this inspection. Staff advised that it was likely misplaced and will check with the Manager next week.
Corrective Action(s): Ensure criminal record clearance letters are on file for each staff.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: At the time of this inspection validation of ECE certification was not found.
Corrective Action(s): Ensure any staff employed in an ECE position has their certification validated through the ECE registry.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: A random, sampling review indicated 1 was missing Doctor's phone number.
Corrective Action(s): Ensure Doctor's phone number is indicated for each child attending.
Date to be Corrected: April 3, 2019

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: A random sampling review of records indicated 6 were missing photos. 20 records were reviewed for the 3 programs.
Corrective Action(s): Ensure photos are obtained for each child in care.
Date to be Corrected: April 3, 2019.

RECORDS AND REPORTING: 19180 - CCLR s.57(2)(k) - A licensee must keep, for each child, a record showing the following information: (k) the date on which the child stops attending the community care facility.
Observation: A review of children's records for children no longer attending indicated some were missing dates for when the child stopped attending.
Corrective Action(s): Ensure dates a child stops attending is indicated.

Comments

At the inspection dated March 27, 2019 there were 9 children and 2 staff present. At this inspection the above noted contraventions were identified. Actions required by the licensee and actions required the LO are included in the report. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
References
A review of staff files indicated that written references are available, however, evidence to confirm references were checked was not available. It is recommended that references be confirmed by the Licensee and documentation to evidence the references were checked be indicated.
Minor Incident Log
It is recommended that a system be established to evidence notification to parents of any minor injuries. At this time, staff advised that they verbally notify the parent, however, notification is not documented in the minor incident log.
Emergency Planning
Licensing to send out information link for emergency planning. Emergency supplies should be readily accessible and easy to transport in the event of an emergency requiring evacuation. At this time, staff advised that they could go to the School and supplies are available in a cupboard in a room belonging to the School. Staff advised that an off-site location would be the community hall. This information should be updated in the policy and procedure handbook. Discussed obtaining separate emergency supplies for the Licensed programs as it is not certain as to whether the supplies belonging to the School includesufficient supplies for the Licensed programs.
Care Plans
Licensing to send out information on Care Plans should a child attend who may require additional support.
First Aid Kit
As discussed, a method to ensure situations where cleansing of any minor injury is needed, that appropriate supplies are available. It is recommended that soapy water be available for times staff and children may be off-site (on walk).
Outdoor Area
At the time of this inspection, the outdoor play area adjacent to the portable, appears to need resilent surfacing replenished or redistributed.
